To file a complaint:
For your convenience, you may use the Employment Development Department Discrimination Complaint Form (DE 8498), to complete and mail your complaint. Complaints also may be submitted to EDD by email at [email protected]. More Information on how to file can be found on the CRC website.
You can also request a complaint form by calling 1.800. 382.5516 or 317.232.
The first step in the complaint process is to complete and sign a written complaint form. Complaint forms are available online, or by visiting the Commission. You may also call the Commission at 410-230-6309 or 1-888-218-5925 to request that a complaint form be mailed to you.

When is the best time to call the EDD? Levy said generally the best time to get through the department is before 10 a.m. or after 5 p.m. The department is looking to hire 4,800 people to help with the influx of callers and unemployment applicants.

No, you cannot sue the EDD. Your recourse would be to appeal the determination of fraud and then, having exhausted your administrative remedies, file a writ of mandate in Superior Court requesting the EDD's decision to be reversed.
