The Safer Affordable Fuel-Efficient (SAFE) Vehicles Rule proposed to amend existing Corporate Average Fuel Economy (CAFE) and tailpipe carbon dioxide emissions standards for passenger cars and light trucks and to establish new standards covering model years 2021 through 2026.
Fuel efficiency is a form of thermal efficiency, meaning the ratio of effort to result of a process that converts chemical potential energy contained in a carrier (fuel) into kinetic energy or work.
Once these equivalencies are reconciled for each vehicle type, the number of vehicles produced for sale for each model is divided by the number of vehicles produced for sale per model as a percentage of the target. The result is the CAFE standard for each vehicle manufacturer.
(CAFE standards are calculated by a production-weighted average of mileage ratings across a manufacturer's fleet; they are not based on data from actual on-road performance.) The U.S. Department of Transportation specified an average for light trucks of 20.7 mpg.
