USDA Nutrition Assistance Programs
The main goal of the Food Stamp Program is to alleviate hunger and malnutrition by permitting low-income households to obtain a more nutritious diet through ordinary retail channels. The Food Stamp Program provides households with monthly allotments of coupons that can be used like cash at most grocery stores.
The Emergency Food Assistance Program (TEFAP) is a federal program that helps supplement the diets of low-income Americans by providing them with emergency food assistance at no cost. USDA provides 100% American-grown USDA Foods and administrative funds to states to operate TEFAP.
The State of California provides state-funded food stamps through the California Food Stamp Program (CFAP) for qualified non-citizens who do not qualify for federal benefits. CFAP benefits are issued through the same case as federal food stamp benefits.
Food Distribution
USDA foods to food banks are primarily intended for the use in The Emergency Food Assistance Program (TEFAP) and the Commodity Supplemental Food Program (CSFP), which serves low-income people ages 60 and over.

Why is SNAP important? SNAP provides families with their basic nutritional needs to get them through temporary hard times. It helps people get back on their feet and on the road to a better life — in 2015, SNAP lifted 4.6 million Americans above the poverty line, including 2 million children and 366,000 seniors.
